I needed to use the wood underlayment over the wooden subfloor because it was quite rough and the vinyl tile wouldn’t get very good adhesion to it. The underlayment is not necessary for cement floors.

I was told that luxury vinyl tile/plank are good choices for a basement laundry room but that wouldn’t be the case with a wood underlay. My basement floor has a pitch that drains to the floor drain and would be desired to be maintained. It would also be expecteded to occasionally get wet, which also would discourage use of wood in the flooring. Just curious. Thanks for the tutorial!
